ゴールドプラン（the Gold Plan）のこと。
高齢者介護の基盤をつくることを目的とした計画。
在宅福祉(ホームヘルパー、ショートステイ、デイサービスなど)、施設福祉(特別養護老人ホーム、老人保健施設など)についての10年間の目標が決められ在宅福祉が積極的に進められた。老人福祉事業の運営主体がすべて市町村になった。

A plan which aims to create the foundation for nursing care. It outlines the goals for actively promoting care over the following 10 years in home-based care (home helpers, short stay, and day services) and welfare provided in institutions (special care nursing homes and rehabilitation facilities for the elderly).The main management of projects relating to elderly welfare became the responsibility of local municipal governments.
