恤救規則
Relief regulations, Poor Relief Law
1874年に制定された救貧（貧しい人を助ける）制度。重度の障害のある人、70歳以上の重病者、病気のため働くことができず家族のいない人、13歳以下の児童等を対象とし、一定の米代を支給した。
A system established in 1874 for poor relief (to help the poor). It targeted people with severe disabilities; people over 70 years old with severe illness; people with no family and unable to work because of illness; and children of 13 years old or younger, and provided a certain amount of money for them to buy rice.
