2003年度から2012年度までの10年間を計画期間として実施されている新障害者基本計画に基づき、特に力を入れて実施する施策及びその達成するための目標を定めたもの。前半5年間の計画を新障害者プランという。①疾病の予防及び治療、福祉用具の研究開発、情報バリアフリー化の推進、②地域基盤の整備、③精神障害者施策の充実などの施策が重視された。

Based on the New Basic Act for Persons with Disabilities which was carried out for the planned period of 10 years from 2003 till 2012, the new plans for disabled laid down the policies to be enforced with special emphasis and the goals to be achieved. For the first 5 years, the plan was called the New Plan for the Disabled. It placed emphasis on policies regarding ① the prevention and treatment of diseases, research and development of welfare equipment, and the promotion of  barrier-free information (making access to information barrier-free);  ② the development or improvement of regional infrastructure; and ③ enrichment of policies for people with mental disabilities.
