介護サービスにおける中心的な役割を担える人材として12の目標が考えられている。
①尊厳(dignity)を支えるケアの実践
②現場で必要とされる実践的能力
③自立支援を重視しこれからの介護ニーズ、政策(政治上の方針)にも対応できる
④施設・地域(在宅)を通じた汎用性(柔軟性)ある能力
⑤心理的・社会的支援の重視
⑥予防からリハビリテーション、看取り(being present at someone's deathbed)まで利用者の状態の変化に対応できる
⑦多職種協働(いろいろな職の人が力を合わせること)によるチームケア
⑧一人でも基本的な対応ができる
⑨個別ケアの実践
⑩利用者・家族、チームに対するコミュニケーション能力や的確な(正確で適切な)記録・記述力
⑪関連領域の基本的な理解
⑫高い倫理性の保持

The 12 benchmarks that are thought out for the personnel who play a central role in nursing-care services.
① the implementation of care that supports dignity
② the ability to provide practical care that is needed in the workplace
③ an emphasis on support for independence, and being able to cooperate upcoming needs for care and policies (political directions)
④ the ability to be versatile (flexible) (to provide care/support) through institutions and/or regions (in house)
⑤ an emphasis on psychological and social support
⑥ the ability to deal with all the changes in a client's state, from prevention to rehabilitation, to being present at someone’s deathbed.
⑦ team care through multi-occupational cooperation (being able to work together with a variety of workers with different jobs)
⑧ the ability to fundamentally deal with situations, even by oneself
⑨ the implementation of individualized care
⑩ the ability of accurate (correct and appropriate)recording/writing and the ability of communication for clients and their families.
